Can't open the settings app on Win10

I wanted to see if I could go back to a previous version of windows but I couldn't open the settings app (gear symbol).

When I click it it'll open when it's loading and then it'll close itself so I'm trapped now I cant do anything...

Run: "sfc /scannow" and "dism /online /cleanup-image /restorehealth" from command prompt (as adminstrator).
