Can't overclock my cpu further?

Hey guys,

I have a I7 3770k 3.5Ghz paired with an AsRock z77 OC Formula.

Problem is when I enable the default overclock setting in the bios (predefinned Nick Shih settings) and I put it let say to 4.6Ghz turbo boost, when I log into windows, CPU-Z and RealTemps says am at 4.2Ghz (constantly) but not at 4.6Ghz... Even if I do stress it out, temp doesn't go above 60 and still at the same 4.2Ghz...

What am I doing wrong?

Thanks for the answer, but I just went and checked and the multiplier is at x46.

Edit: I meant that the multiplier in the BIOS is at x46 but on windows it stays at 42...

My voltage doesn't seems to go up even tho I can manually set it up to fixed mode with 1.2v. Only stays at 1.128

Update: I just performed a CLR CMOS and now it does go over 4.2Ghz.
