Question Can't overclock my cpu or ram?

Every time I want to go to the bios to overclock, it doesn't work. The computer reboots and then shuts down. I don't understand.

System Specs:
Amd R5 1400
msi b450 motherboard bazooka
corsair ddr4 3000mhz
msi gtx 1660 ti ventus xs oc
evga 650 bq psu

what oc settings did you change?

cpu from 3.2 ghz to 3.6 ghz at 1.3V
ram from 2133 mhz to 2933 mhz at 1.3V
