Can't overclock my GPU

Hey, I'm having a problem with my GPU Sapphire Radeon R9 280X Dual-X OC. For some reason I can't seem to change the values of core clock, memory clock or voltage. I tried multiple programs like TriXX, MSI Afterburner and Radeon's Wattman. It feels like something is preventing me from doing that, though changing fan speed works. I even tried to lower the values just to see if it works but nothing happened. However, the biggest problem I have is that my GPU is at 870Mhz but the default value should be 1020 Mhz, so it's underperforming.

The card certainly should be able to overclock (at least in theory).

What BIOS version is running on the card? Sounds like you have a locked vBIOS, which is strange for Sapphire.

FWIW though, there's very little OCing headroom the R9 series cards. You have a factory OC'd card too. At a basic level, they're overclocked older HD7000 series cards, and the 280X specifically is a refreshed 7970GHz edition which, in turn, was an overclocked 7970.

You essentially have a factory overclocked, overclocked, overclocked HD7970.

Bios version is 113-5E249000-O42 and I'm not aiming for some crazy overclock, but as I wrote my GPU is underperforming. It should be at 1020 Mhz as the base value not 870 Mhz

TYVM @boju, found the culprit! But for the future reference, it was chrome with hardware acceleration and playing embedded videos in discord app, who would ever thought this was the cause of it, smh.
