Can't overclock past 4.6 Ghz?

Using a Xeon E5-1650 and even though my multiplier is set to 47 it only hits 4.6 Ghz while stress testing. Aida 64 confirms that its not throttling, and Vcore is at 1.29. Can anyone help?

What's the base clock set to? I believe it should be 100MHz by default.

Base clock is 100MHz and Multiplier is 47... Can you verify that these are indeed the settings that are shown in BIOS?

EDIT: Nvm http://imgur.com/a/OmWa0 Although it says 4700mhz, after stressing CPU for around 10 seconds will never hit 4700 again.

4700MHz is a bit much for that chip.
