[SOLVED] Can't Overclock Ram HELP!

I cannot overclock my ram settings pass the stock 2133 mhz.

This is my cry for help as I've been having issues with my pc for well over 3 weeks now.
Essentially my pc randomly restarts, mainly while I'm playing games on it but it is sometimes random. It can happen as soon as i boot my pc or 40 minutes into my gameplay. This is all happening while my cpu core ratio is set to 41 or 4.1 ghz. That is the only overclock settings that I have made. All of my temps are fine. When doing a test in CINEBENCH the max temp is 80C so I know it's nothing to do with my CPU. It's also probably good to mention that I am not running a stock cooler. I am using a Cooler Master Hyper 212 Evo. I just got this PSU less than 2 weeks ago so I figured it wouldn't have any issues. I also understand that it could be a faulty psu.

Today I changed my cpu core ratio to 40 or 4.0 ghz and it seems to happen less often now. However, I am not able to overclock any ram settings and I do not know why!
Is it my ram? or is it my power supply unit?

Before I get yelled at, yes my BIOS is up to date and all of my drivers are as well.

My system:
ASUS ROG STRIX B450-F Gaming
AMD Ryzen 7 2700x
ASUS Geforce GTX 1070
Corsair Vengeance RGB PRO (2x8gb) 3000mhz CMW16GX4M2C3000C15
Corsair RM850X

I ran memtest86 three days ago and I let it go through 17 passes and it gave out no errors.

Yes, one module is inserted in A2, and the other is inserted in B2.

I've been giving Ryzen Dram Calculator's results a chance ever since you last responded. I entered the results exactly the way they were given to me. No luck.
I then tried again but tweaking some settings myself. I set DRAM voltage at 1.4000 and SOC voltage at 1.125 and still no luck. I can paste a image of my Ryzen DRAM calculator results if you'd like. I'm at a loss! Currently pulling out every hair from my scalp to relieve stress... Just kidding.
I'd be pulling hair too... if I had enough but I really don't know what might be wrong. I had Corsair Vengeance PRO...
Overclocking CPU is not going to OC RAM or in any way interfere with it. For RAM you need to enable DOCP to XMP profile of your RAM.

DOCP > enable 3000, RAM frequency 3000MHz and it should run like a charm.
What I'm asking may seem a little confusing. I sorta mixed two problems into one and probably confused you.
I'll start by saying this: if I do a complete CMOS reset and clear my bios settings, then proceed to change ANY DRAM settings such as changing the memory frequency my pc does not boot. When I attempt to enable DOCP in "Ai Overclock Tuner" I change it to "D.O.C.P Standard" and it correctly fills in all of the appropriate settings at 3000mhz as well as all the timings in properly. However, my pc does not boot. Even if I try changing my frequency from 2133mhz to the next available frequency my pc does not boot. I can't mess with any of my DRAM settings without causing my pc to stay in a boot cycle.

Back to the CPU, since I could never manage to OC my RAM I've just stuck with overclocking my CPU. I still wanna overclock my RAM ya feel <3
