Can't overclock with Turbo Boost enabled

Hi, I have an i7 7700k and Asus Maximus IX Hero.
I want to do some slight overclock and disable Turbo Boost specially because I don't know very well how it behaves with overclocking. I want all 4 cores to run at 4.5 or 4.6 ghz max.
So I disabled turbo boost, and set the core ratio to 46, everything else (states,speedstep,etc) is stock.
When I startup and go to CpuZ ROG the multiplier says: x42 (8-46) and AiSuite3 says my CPU Frequency is 4200 mhz. Nothing of this happens when I turn Turbo Boost on.
So, can't I overclock without turning Turbo Boost on?
If the answer is no: how does it works with max frequency? Let me explain my doubt..

Stock speed is 4.2 ghz, turbo speed is 4.5 ghz but not on every core, if I overclock to 4.6 ghz
will that be a "pure" 4.6ghz on all cores? Or in the contrary, am I just "extending" the turbo frequency my CPU reaches?
Basicly I want 4.6 or 4.7 ghz on every core with no more complications
That would be my concern.

Edit: I turned turbo boost on and set the core ratio to 47, my frequency is 4700 but the Core Ratio in the BIOS still says x42, shouldn't that change?

It could be a bios bug or that it isn't applying the OC when you enter the bios or it could just be reading the stock settings for the CPU. The 7700k kaby lake processor and chipset is fairly new so I wouldn't be surprised if it is a bios bug.

Leave turbo boost on and just change the multiplier. It will automatically boot up to the higher frequency depending on what load is required of the cpu. Thats how turbo boost works and it works well with overclocks. Why have 4.6 or 4.7ghz running when you have nothing going on on your computer? So it brings it down and when you start a game or something, it brings the clock up.

What really matters is the actual frequency. Some programs have problems reading the information from certain types of motherboards so it might say that your core ratio is wrong, but if the frequency is 4.7, then it is just not reading the core ratio correctly.

I see, but what does turbo boost exactly do then? I thought it boosted one/two cores when the other three/two hadn't much load, thats why I want it disabled, so every core can run at that speed.
For example, I'll put it this way: What's the difference between doing nothing and overclocking to 4.5 ghz with turbo on? Do i make myself clear?
Please correct me if i'm wrong but I thought what you described is what speedstep and c-states did, thats why I leave those features enabled

speedstep and C-states do what I described, but turbo boost just brings the processor speed up for all cores I think or maybe one or two of them. I really don't know. I know that when I overclock my motherboard, I have the core ratio set for all cores to be the same so it steps the frequency for all cores at the same time. I have the option to set it differently for different cores, but I just leave them all the same. Basically turbo boost allows the processor to run faster if the cooling and temperatures are within limits.

That was my concern, I didn't want turbo boost interfering with all cores reaching target speed at the same time.
But why the BIOS doesn't show up the core ratio correctly?
It's still showing stock frequency, stock voltages, stock multiplier, only temps are changing lol.
I know you answered this but the problem is in the BIOS, not in programs

Hi, I know I'm almost 1 year late here and I have the same cpu with a z270 mark 2, and the same happens with me. Both of them have a very similar setup/bios. I leave speedstep, c-states, epu, and all the power saving off. The turbo boost has to stay on in order to overclock and to get the 4700Mhz (8-47) @ CPU-Z.
About the core CPU speed that it shows @ the right corner of the bios and during the startup, are the default speeds/specs. Anyway, just be sure to sync the multiplier for all cores.
