Question Can't partition more than half of total volume size.

I have just installed my new M.2 NVMe SSD 2TB drive and i would like to partition it. I only want to have 2 partitions in total. One around 150-200 GB just for Windows and applications and the other for all the rest. My problem is that i can only shrink up to 1TB, about half my total storage. Note that i do not have system restore enabled, nor hybernation, like many suggest disabling. What could be the issue?
