Can't play online games with anyone in my town?

I'm having a really weird problem with connection. I tried to figure this out for a while, but I can't make sense of it. I can't play any online games with my friend. He lives in the same town as me, and I feel like this is the issue. We both have the same ISP (Spectrum if it means anything). We can both connect over the same games with ANYONE else but each other. Is there anything we can do to solve this? He's connected via wifi at his house on 2.5ghz(Best he can get), and I'm cabled in directly. I'm running Win 7, and he's got Win 10. If you need anymore information, please let me know. It's very frustrating for the both of us.
 
What games are you talking about? I presume that you guys are not on Steam. You don't have to be a member of Steam, there are GOG.com, Evolve, etc.. All these sites have the facility where one member can invite another member to join his game. Hope this information help. Good luck and have fun.
 


No, we're playing on Steam. It's very bizarre. We can connect to anyone else on valve games. However, anything third party with it's own servers and such we can't connect over.
 


Have you "exclude" Steam in your antivirus software?
 
Yes it is. See, we can connect to Valve games together, like Team Fortress 2 and Left 4 Dead 2. As soon as we try something like Risk of Rain, or Hearts of Iron 4, we suddenly can't connect in any way.
 


Have both of you set up the port forwarding for Steam on your and your friend's router? Also, has he "excluded" Steam and its folders in his antivirus software, anti-adware, etc.?
I use Microsoft essential as I think that is enough as long as I am careful what sites I go to and what not to click. But then when I got an anti-malware software, even though I set up Steam and its folder being excluded from this software, I was still having the problem of restricted access to online games. In the end, I uninstalled it and I have no problem since.
