Can't press F2 to run setup

Hello all,
I am currently trying to install a copy of windows 8.1 onto a brand new hard drive, when it boots i press F2 to run the setup and it doesn't do anything. After around 15 seconds the screen goes black and I cannot do anything unless I restart the pc I've tried using different ports for the keyboard and I know it's not faulty as it's the keyboard I use for a different set up.

If you are trying to Install windows, you shouldn't have any need to press anything other than what the windows screens tell you. Pressing F2 is just disrupting the install procedure. Wait till everything is finished before playing around in the bios.

Lets backup a bit, what brand system is this, And why are you press F2. I assume its for a USB drive? Normally F2 or delete would open the BIOS setup, nothing to do with booting a drive or dvd of an Windows. Except changing the boot sequence in order to boot from a USB drive.

Im using a disc to install the operating system (windows 8.1) and the hard drive that I'm trying to install it on is a seagate 500gb internal hard drive, I'm not using any sort of USB drive to install the OS.

the screen just goes blank and is unresponsive after around 10 minutes and stays that way unless I restart the pc

Then theres an issue. You shouldn't have to manually restart the pc at all during windows install. (unless you feel like skipping the auto restart in 15 seconds thing).
Try this.
Unplug pc. Open case, find the cmos battery (it's usually buried under the gpu). Push power and hold the button for 20 seconds. Pull the battery and wait for 10 seconds. Stick it all back together.
Don't use the windows install media.
Boot. Soon as it starts to boot, start punching F2 (del) to go to bios. It should. If you get an error about no boot drive, you missed it, try again. Once in bios, the only thing you'll look for is under the boot tab, and thats boot order. Make sure that your cd/dvd/BR drive is listed first, hdd second, not other way around. Doesn't matter if USB or else is before them, as long as the CD is before hdd. F10 to save and exit. Let it try and boot, should get a no bootable drive error. Make sure CD is clean and scratch free, fingerprint free etc. Put disk in drive and reboot. Windows installer should take over from there.
This, of course, is assuming there's not an issue with the hdd itself. You may need to wipe out any prior partitions and create a blank drive.
