cant re-install windows 10 need help

so i was doing a fresh reset on my computer and whie it was completing the power went out in my house, i came back to the computer and now it starts up into start up repair, fails and sends me to the screen where you can go into advanced options but my mouse and keyboard arnt coming up at all, they both light up when i start the machine but quickly turn off but the keyboard works in the bios. so i thought i would just try to do a fresh install of windows with a usb. in the bios there is no option in boot device priority for usb just hard disk drives, floppy, cd/dvd and ethernet but im no too sure if hard disk drives is the usb to be honest ? removable drive order is blacked out and i have usb boot enabled and boot usb devices first enabled but when i boot with a usb it just boots me into your pc has ran into a problem then boots into start up repair again. what can i do?

also i have no ps2 ports in the back to try a different m and k
 


all i have is the internal drive i want windows on and the usb plugged in
 


no i had windows 10 installed and did a refresh of the pc using the windows 10 options in the settings to do that not with a usb.
 


i downloaded the windows 10 iso and used rufus to make the usb bootbale.
 


i followed the steps on the forum and it seems i had to enable UEFI boot in the bios i have done that and now im stuck in a loop where after the windows logo i get a grey screen and a roboot.
