Question Can't reach 100% load even on factory defaults

Hi all,
New to overclocking and looking for some help. My system can run IBT at 5GHz with 1.36V and LCC set to Turbo. I basically just followed Gigabyte's OC guide. However, when I run Prime95 CoreTemp says I never reach 100% load. All 8 cores show between 65-75% with temps in the 70's. I set everything back to factory defaults (4.7GHz) and it says the same thing. Any suggestions on what I'm doing wrong?

What Prime95. If using anything newer than 26.6 then it uses AVX instruction sets. If the cpu detects AVX usage, it'll back off on the OC. AVX is seriously more intense than standard loads, it's basically running the cpu as if it was 130% loads, not 100%.

Also, what p95 test? The stock small fft, blend or large fft?

Version 29.8 and the small FTT. So aside crashing, the BSOD, or excess heat is there any indicator that you're failing while using AVX? Gigabyte's guide states that if 1 core isn't at 100% it's a failed test. In my case none were!
