Can't regulate Chassis & CPU Fan Speeds (noise)

Hey guys,

My main issue? Trying to reduce fan noise / regulate CPU&Chassis fans.

I just got a (2nd hand) box. It's:

Motherboard: https://www.asus.com/Motherboards/SABERTOOTH_Z77/ (unfortunately I can't get AI Suite as I'm running Windows 10 and the AI Suite is nowhere to be found!)
CPU: i7 3770k
Case : https://www.nzxt.com/products/s340-white (comes with 2 fans)

Now, it seems that the Chassis fans, as well as the CPU fan don't go as low as I've set them to be. Check out the screenshots from my bios settings:

Is 1000rpm reasonable as a "minimum" ? Do I just have a loud GPU/CPU Fan-Cooler?
And why don't the BIOS settings change anything?...

After some efforts I tried to find a repackaged version of AI Suite and experiment.
I don't think the noise is coming from the Case Fans or even the CPU Fan ( http://www.coolermaster.com/cooling/cpu-air-cooler/hyper-tx3-evo/ ) but from the 2 GEForce 660's I have.
I am trying to find a way to verify this and maybe replace them.
