Cant reinstall windows via usb drive. Error

Long story short, i cant do a fresh reinstall of windows 10 via usb. Im on my desktop. I have the windows 10 install program on a usb from when i first installed it on my pc. When i click on "setup" via usb flash drive from my desktop not in bios and it goes to a blue screen following "copying temporary files" and then a message follows

C:\$windows.~bt. An existing file or folder could not be deleted
Error code 0x80070005

So basically cant reinstall windows unless i figure this out. And without a fresh reinstall i cant really use my computer. When i try booting it through bios it doesnt pick it up and due to some wonkyness i dont have access to the internet at the moment so all i have is whats on my thumb drive 🙁

System restart utility isnt an option either as it basically says it couldn't reset and no changes were made this is my only option. Helpppp!!
 
Solution
Windows often complains if it knows that it is hurting other windows files. Just boot directly to the USB. If you don't care about the files already on the drive use a boot CD like Falcon four's UBCD to format it first and check the disk health while you are at it.
