Can't remove read-only attribute

I know this might have been asked a lot of times before, but I've tried everything I can. I tried using "Take Ownership", I tried using attrib -r +s C:\folder, I tried giving my user account full control. But no matter how I do it, I just can't. I can uncheck it, but it doesn't seem to apply, every time I look at the properties, it comes back. Is there a workaround for this?

Also, the read-only box is blobbed, will this be an issue?

Read-only attribute for a folder is typically ignored by Windows

if you are attempting to remove the folder you might have hidden directories or a currently running program that detects the changes and changes the ownership back. (such as some adobe software)
- try to boot into safe mode and see if it works for you.
