I have a Phanteks Enthoo Pro M and i can't get a screw from the top radiator bracket out.

it just turns and doesn't come out. I tried prying it out (can get a tiny flathead under it) and pulling it out with pliers but neither worked.

any tips?

Try a Grabit combination drill/extractor bit (assuming you have a power drill). Worked for removing stripped screws on my GPU. They come in different sizes per your needs.

Try a combination. Trying to pry it out with a small screwdriver won't work - the treads still hold it in. And turning it does not work for you. BUT put the small screwdriver under the head and pry gently WHILE you also use another screwdriver to un-screw it. The gentle prying action will pull the screw up while the turning action allows it to follow the threads put of the case.

tried that, still wouldn't come out.

You could try drilling it out then re threading it...but you may just want to take it to a shop if its not in your ability. If you've exhausted all options. A shop may also have extraction tools. Sorry your having trouble.
