Can't Rename Folders

Hello, CiRiX here.

Since I had to "Refresh" my windows 8.1 it deleted all my apps. That was fine. But I have this strangest problem I cannot resolve. Whenever I try to make a folder and rename it, it comes up with this error message:

When I click on "Try Again" it comes up with this message:

Anyone knows how to fix this annoying problem? I am very organized so I need folders :p
If there is any additional information you need please reply.

Erm if you look hidden is ticked.

And we know what that means.
Protected.
Meaning it`s why you cannot rename the folder.
Hidden path.

Any modification to a file or folder is not permitted when it is hidden as the options for the file or folder in windows.

That is how windows protects core files of windows and folder contents also.
Should be read and write.
I`m I right !

It's the same when I try to just right click and rename it. Only I don't get the error message in the first picture. But I get the error message in the second picture.

E:\Users\CiRiX\Roteskuffen is the folder. But it is on the desktop.

The folders is not hidden. I also tried unticking "read only" but I can still not rename it. :/

Why is this ?
 
But your in a sub folder, so you have to check Users\ Cirix \
You need to check the permissions of each folder.

If your having problems, right click on users, properties, security.
and your user login name.

Look at the tick list is modify enabled ?

It's set to read only by default

So I just created a new folder on my desktop.
Right click - Properties - it says exactly the same "Read only (Only applies to files in the folder)"
Right click - Rename.....can rename to whatever.
Operating as a normal user, not an Admin.

Just made so all users have full control. But that did not work either.

Are you saying that I should change my user from Admin to Normal? I don't understand what you mean.
