Can't reset it reinstall Windows 10

Hi, my computer is working almost perfectly. It can do all it's main functions and even boots up and shuts down fine. But there's a few usb issues that none of the fixes could help and do I was going to just reset it. That's when I realized it couldn't reset, restore, or even reinstall using the media creation tool on a usb. I'd really like to start over from scratch with this one. Is there anyone who can help?

Can you please elaborate what error is displayed when you try to reset or reinstall Windows 10 on your PC?

Can you also please check if you're following the correct methods to Reset or Install Windows?

have you tried Fresh start?

Go to settings/update & security/recovery
Under More recovery options, choose "Learn how to start afresh with a clean installation of windows" and click Yes to swap apps
choose Fresh start

Or are you being told the hdd is locked?

why can't you use USB?
