Can't reset it reinstall Windows 10

Hi, my computer is working almost perfectly. It can do all it's main functions and even boots up and shuts down fine. But there's a few usb issues that none of the fixes could help and do I was going to just reset it. That's when I realized it couldn't reset, restore, or even reinstall using the media creation tool on a usb. I'd really like to start over from scratch with this one. Is there anyone who can help?

have you tried Fresh start?

Go to settings/update & security/recovery
Under More recovery options, choose "Learn how to start afresh with a clean installation of windows" and click Yes to swap apps
choose Fresh start

Or are you being told the hdd is locked?

why can't you use USB?
