[SOLVED] Can't reset PC.

Hello,
I bought a pc from an old friend and when i dug it out for my other friend for his birthday i noticed when testing it that it has A LOT of stuff on it because apparently he installed some malware im pretty sure and i needed to reset it anyways but it just wont work can anyone help me before the 30th?
( I Reset it but it does nothing at all )

Make a Windows 10 USB bootable media (Microsoft's website). Boot into the USB. Erase the drive partitions in the install menu. Install windows.
