Can't resize Windows partition during Solus 3 Budgie dualboot install

I am trying to install Solus 3 Budgie alongside existing Windows 8.1. During install, it asks me to the resize the windows partition to accommodate solus so I gave both 120gb. It sits on "resizing windows 8.1" for about 5 minutes until it just fails and tells me to try again. What could be the problem and how could I resolve it? Thanks

Windows 7 veteran++ (Legacy)

Try to do most of the work under Windows: Defrag your drive, shrink the partition. You can also use some standalone partition management tools, like GParted.

Whatever you do - make sure you have backup of your data from Windows. Be prepared to start from scratch.
