Cant run 16-bit windows program

I can't run any 16-bit programmes on my XP sp3 machine. I've checked the registry is set to allow creation of short filenames :-
HKEY_LOCAL_MACHINE\System\
CurrentControlSet\Control\FileSystem\
NtfsDisable8dot3NameCreation=0

Anything else that will cause the error message I'm getting?:-

"Can't run 16-bit windows programme"
"Cannot find file (or one of it's components). Check to ensure the path and filename are correct and that all required libraries are available."

I have sometimes seen this error when running a program from a path that contained a space in a folder name. I simply moved the folder and it ran fine.

Thanks! It gave me inspiration : Worker after I deleted the "-" in the "setup" directory.
