Cant run 4 sticks at 1866 on ga-990fxa-ud3 MB Need help!

I just set up a new PC and I cant for the life of me get all 4 sticks of ram to run at 1866 speed. I can get all 4 sticks to run at 1600 with all the right timings and voltage by manually entering it in, but as soon as i go to 1866 i get boot failures. I am able to put only 2 sticks in and can run at 1866 by turning on XMP, and i can switch to the other 2 sticks and can do the same. I have tried to manually enter everything in and turning on XMP but no luck with 4 sticks.
I have done a ton of research and from what i can find i should be able to run all 4 at 1866 with my specs.

Ram: G.Skill ripjawsX (blue) DDR3 8gb x4 CL9-10-9-28 1.5v
MoBo: GA-990FXA-UD3 (rev 4.0) with up to date BIOS
CPU: AMD FX-9590 4.7GHz

If you need anymore info just let me know, I have searched all over online and cant find anything that had worked so any help would be greatly appreciated. Thank You.

So if I up the DRAM voltage and CPU/NB voltage will that make it less stable?
This is a video editing PC so faster ram would be nice but being more stable is better.
