My cpy and gpu are:
intel i7 -2600k
gigabyte nvidia gtx1060 3GB

The monitor is connected to the GPU and it says in windows 10 that it is connected. I can setup 4k at 29Hz, but if I try to set at 59/60Hz the screen goes black and it says "no video input".

monitor:
PHILIPS 276e8vjsb

The cable says high speed hdmi, and came with the monitor. Which I suppose is hdmi 2.0.

I don't understand why doesn't it work at 60fps... Can it be related with cpu /mb even though I'm using the monitor connected to the GPU? What is the problem?

Both 1060 and monitor support Hdmi 2 and the high-speed cable should also be capable. Cables shipped with monitors should work as advertised to the monitors optimal range.

Are you sure the Hdmi cable is connected to the graphics card and not the motherboard? 1060 has Hdmi 2 ports no doubt but the motherboard would only have 1.3/1.4.

Have you installed the latest video drivers for the 1060 from https://www.geforce.com/drivers

Resolution/Hz can be set in NvidiaCP and also in Windows/resolution and Hz under monitor adapter. Both ways are linked and apply the same settings where ever you decide albeit i usually set resolution or Hz in Windows, I rarely adjust in NvidiaCP.
I think a GTX 1060 3 GB isn't going to be capable of 4K at 60 fps for any game that is the least bit graphics intensive.
An RTX 2080 Ti can't even do 60 fps 4K with a number of games.
I think what you are trying to do is just way too much for that GPU to handle.

That system will not be able to run games at 4K 60fps unfortunately. Your GPU is probably thermal throttling from trying to hit that amount of performance. A 1060 would have trouble getting a consistent 60FPS in most AAA titles at even 1440 resolution. With that set-up, your best FPS performance would be at 1920//1080 resolution. If it isn't clear enough image, bump it up to 1440 resolution and tweak the in game settings a bit to get the best performance, but don't play at 4K with that setup, it isn't strong enough.

I did mean Hz, sorry, my mistake. I don't plan on gaming on 4k, that wasn't the objective.
Meanwhile my problem was solved and I don't know how... I had tried restart, updating drivers, changing resolution on nvidia panel and nothing seemed to work, I'm not really sure what changed.
Guess the problem is solved either way.
