[SOLVED] Can't run 60fps with high graphics settings with new rig!!

I have been building computers for over 20years but have been out of the game for awhile, so I'm having trouble figuring this out. Alright.... I recently built a new rig since my old one was about ten years old. I am running with a MSI Z490 Carbon w/ Intel i9 10th 10850k, 64gb DDR2666 RAM, and an EVGA Geforce gtx 1660 ti SC Ultra 6gb GDDR6. I also upgraded to 4k 60hz monitor. After running several benchmarks on various games, I can't seem to break 23fps on ultra or mostly high graphics settings. I am running them on fullscreen 3840x2160 resolution. Is this just not achivable with my GPU!?!? Or is there something else that could be bottle necking my rig?!?! Thanks For your help in advance!!

Why spend soo much money on a CPU and then pair it with a low end GPU?

A Core i5 10600K would have been a wonderfull CPU and you could have gone for a RTX 3060TI/3070/3080 or RX 6800/6800XT.

Now for 4K 60Hz, it all depends on the game, many games will run pretty ok with that GTX 1660TI, just dont hope for stable 60Hz, and you will have to adjust the graphics settings to medium or lower.

If you plan on playing something really new like Cyberpunk 2077 or Watch Dogs Legion, then you may need to aim a lot higher, like a RTX 3070/3080 or a Radeon RX 6800.

If those games mean nothing to you, then you should be kinda fine with an RTX 3060TI or better with a RTX 3070/3080 or depending on the price and availability I would also consider the RX 6800.

I almost forgot, to buy any of those expensive cards you have to keep and eye on the PSU, you will need something really good from a well known brand and up to 750 watts if you are going for the higher GPU models.
 
To emphasize even further what's been said, the current top-of-the-line GPU, the Nvidia RTX 3090, can only run Cyberpunk 2077 at around 47 fps average at 4K with ultra settings. Of course, that's a demanding game, so other games may do better.

Generally, though, 4K gaming at max details and 60fps average is still barely attainable with modern games.

Any which way, compared to 1920x2080, a 4K monitor is pushing 4 times the number of pixels. If you want to run that at native 4K resolution you need an insane video card.

With the 1660Ti, you'd be far better off running at 1920x1080.

Wow! Thank you so much for the info. I am running a 1000W power supply right now just in case I felt like doing a SLI hookup down the road. Seems kinda pointless now with the new cards that have came out. I can turn down settings for fog and shadows, leave everything else on the highest settings and still push around 40fps. I mainly play single player games. I don't play many multiplayer games anymore since having a family consumes most of my time. I guess the FPS doesn't kill me, virtually. I think I'll sit on this GPU for a little bit long and wait for the prices to come down a bit on a RTX 3080/90. I'll suffer with 40fps and great visuals...... First world problems......
