Question Can't run 9900k @ stock clocks even with Corsair h115i

I can play games fine but if I try to stream the cpu overheats and the computer restarts randomly. I underclocked the CPU to 4.6ghz @ 1.2v fixed and when I do that it works fine, I can stream all day with no issues. How do I run at 5GHz?

When I look at core temp it shows the temps in upper 80's celsius

The PC shouldn't restart randomly, the CPU should just throttle down if there's overheating issues. Things to try:
  1. I would recommend making sure you've got the latest BIOS
  2. clear out the CMOS settings too
  3. make sure you've got the drivers & software for the cooler. (don't update the firmware - unless you're very brave).
  4. Install the latest intel drivers etc.
  5. Try re-seating the CPU cooler + reapply thermal paste

The 9900k runs notoriously hot, you basically will need the best cooling solution on the market and I know the h115i isn't low end by any means. You might want to look into using the Grizzly liquid metal thermal compound as well.
 
You have a couple of issues. One the motherboard is just not good enough for the 9900K. You are running a Z370 motherboard and not one of the better ones at that. You need a solid Z90 motherboard like the Gigabyte Aorus Z390 Elite which has a very good VRM setup or something similar. Also I would double check you AIO in the H115 and make sure it is on properly but I think your issues are down to the weak Z370 board....The 9900K requires a very good power delivery...go Z390 and your problems should go away.
