Can't Run Any Setup.exe software installer

Hi it seems that I can't run any SETUP.EXE installer
application (the file with monitor ICON in blue).

I have Windows 2000 Server on Service packs 4 and all the
critical updates on it.

I just don't know when this happen or after installing
some critical updates or software...

Please help.

I have a similar problem, though it only effects certain installs - win16
install?
Followed KB article though am puzzled that regedit shows, in Known dll's,
rasapi16.dll this file is not in my system32 folder, niether is it on the
win2k cd, or the slipstreamed SP4 cd.
There is a rasapi32.dll, both on cd and in system32 folder. This file is not
shown under Known Dll's

DL

Rasapi16.dll seems to be a file distributed with NT 3.5 and 3.51, and
included on the NT4 CD, however not installed by default. Somehow I am not
surprised that the registry - even in my currently used XP installation -
still lists this file as a known dll. My XP could be an upgrade from 3.5 to
4.0 to Win2000 to XP...

The notes on the KB stated it also applied to various versions of Win2k
Since my Win2K was a clean install, not upgrade, I am perplexed where the
ref to Rasapi16.dll in the registry origonates from, though I suppose it
could come from another app install. However it doesnt exist anywhere on my
sys.
If this is a known file doesnt that mean it must have been installed, at
some stage?

My understanding is that the registry in this key contains a list of -
should we call them - "trusted" 16-bit dll files. That would mean that they
don't have to currently be installed, but would be on the list in
preparation for a future install, or as support from a previous upgrade.

Rasapi16.dll seems to be used mainly in 16-bit dial-up networking, and
Windows CE, so probably it is there mainly for backwards compability.

A search in MSKB for "rasapi16" gives 25 hits, nearly all in articles about
16-bit operating systems.

Thanks, so in fact we should perhaps ignore the KB reccomendation that files
shown in Known dll's should be installed in system32 folder, or perhaps it
should apply to NT only ?

Good question. I have to admit that I haven't any good answer.

It seems, though, that setup.exe can run on most NT/2000 installations
without this file, rasapi16.dll. The question is if adding this file will
solve the problem when setup.exe will not run, or if the problem lies in
something else. What happens if one removes the reference to rasapi16.dll
as a known dll? Perhaps the KB article isn't complete, or is missing some
relevant information.

Well have tried adding file to system32, made no difference.
I note that the MS dll help db lists this file as 16bit dial up networking
API, so I'm not entirely sure as to whether this would in fact have any
reference to/impact in setup.exe
I would add that most setup.exe apps run/install fine it just seems to
affect a couple, maybe those supplied as winzip archive - bizare? - I have
done all the usual ie redownload, checked zip archive etc.
Will perhaps try editing out registry ref in known dll's , when I have
enough time to recover if disaster strikes.

Have now found install /setup.exe runs fine in safe mode. Obviosly some sort
of conflict in normal mode. I have my suspicians regarding a jave sata
utility that runs on startup.

It seems to be installers that utilise win16 subsystem;
ie I see wowexec.exe in processes and eventually get a msg win re win16
subsytem has timed out /unstable
Though as I say its ok in safe mode
