Cant run CSGO at high fps

I have a gtx 1070 and an i5 6600k (overclocked to 4.1 MHz since I know csgo is cpu dependent and is also bottlenecking my gpu). These specs should be able to play csgo at around 300 fps. However I have been getting less than 200 and I have never seen it get to 300 except on the main menu screen. My driver is up to date, I have the game at the lowest settings possible, and I also used a game booster (ASUS GPU tweak and Razer cortex [not at the same time]). My hardware is fairly new (~5 months) and is not broken. Help me!

Do you have Headphones with HRTF on? Also make sure that you have multi-core processing enabled and that you don't have a bunch of AA on. I have a 4670K at 4.5 and a 980 ti, play at 1920x1080 with low-medium settings and get ~250-280 most of the time with drops to 180-200 occasionally, not sure what you mean by "less than 200" as in is that a minimum or an average?
