Can't run fans at 100%

I have a Zotac GTX 660 and I want to run my fans at 100% speed, but it only goes up to 74% according to MSI Afterburner. I am planning on overclocking my GPU, but it can't run the fans fast enough so it doesn't overheat.

your fans should ramp up speed as they need, you shouldn't worry much unless you see the temps reaching dangerous highs

Actually, my temps go up to 90C. I tried using other programs and they also say my fans max speed is 74%, not 100%

Have you tried looking in your BIOS?
