Can't run gta vice city help

everytime i try to run gta vice city it says "grand theft auto vice city caqnnot find enough video memory" i cant find any fixes for this anywhere.
this is the steam version of gta vc I have tried reinstalling the game in different locations(different hdd's) and still nothing

specs
fx 8350
650 ti 1gb
8gb ram 1866

tried xp/service pack 1-3 and windows 98 modes still says the same thing
