I've been trying to solve this since the morning.

So, I enabled XMP in the bios which set the clocks to 18-19-19-39 at 1.35V. However it ends up in boot failure.

I tried enabling XMP and then lowering the speed to 3600 and that seemed to work fine. Can anybody help me figure out why I can't seem to get 4000MHZ even though everything is rated to support it?

By latest BIOS, which version are you currently on? We get a lot of users who state they're on the latest but they have one or more updates pending. Have you tried manually inputting the timings, frequency and voltages in BIOS?
