Can't run Tv monitor 4K at 60Hz. How to modify the monitor driver and force to run 60hz?

My games and monitor is running at 30fps I have installed a 4K tv

In W10 updated and HD7970 latest drivers,
I know is possible to use in in 4K mode and 60hz fps
My HDMI cable connection is a 2.0 18Gbis good quality.
My monitor is a K4 2015 Samsung TV UN48 JU6700FXZA
Looks like there are no drivers for it in any place.

I'm running at 30Hz 4096x2160 and or 3840x2160
And I wish to run at 60hz fps.

I press info in monitor and is running at 4K 30hz
In Windows display, advanced monitor tab configuration the maximum frequency is showing and set to 30fps
Properties: Generic PnP Monitor & AMD Radeon R9 200 / 7900 series
Since my driver is generic I wish a 60hz modification of it or a driver for the monitor
Is all updated except for the monitor driver that is generic.

I do not know how to modify the driver inf or find a better driver.
I try Driver Booster with no success to search for the better driver.
The driver is Generic PnP Monitor

I try to modify using CRU by ToastyX but for some reason, I'm not able to look to the generic driver and is showing SAMSUNG (active). When I try to modify it, the modification is not affected by the generic driver. Also, I try to add 4k60 to the standard resolution was not possible.

How can I modify to force Windows to 60hz?

Solution
The HD 7970 only supports up to HDMI 1.4a. There is no software magic that will make it support HDMI 2.0

You will need a DisplayPort to HDMI 2.0 active adapter.

First, I don't think the 7970 has HDMI 2.0. I have the 7950/R9 280 myself and I remember looking this up and HDMI is limited to 1.4 at best. If you can, try using the Display port to get 60Hz.

You also aren't going to get 4K at 60Hz/FPS with the 7970. Not in newer games anyways. You need a new GPU.

If I use Display port as output, can I use a converter to the HDMI 2.0 18Gbps cable? Do you know if there is one or possible?
