cant see 60 fps?

so i've had this monitor for a while but one thing i noticed is i cant see the smoothness of the 60 fps my stats say im doing 60+ fps but i dont see it. its also the same for when im watching a youtube video or a stream i just dont see the smoothness for some reason.but if i watch the same stream or video on my ipad i immediately see the 60 fps . what could it be what should i try?

Solution
First of all does your screen tear at any point and if so the way to fix that is to turn on vsync this will keep your pc running at 60 fps so it wont screen tear and it will seem like it is running at 60fps.
Secondly the type of cable you use can make your monitor not run at 60fps so make sure your using a HDMI cable.
I am confused at your situation as it is usually only games where it doesn't seem like its 60fps and not a video or stream because your monitor at 60Hz should be able to show 60 fps
I had the same problem what i did was go to my desktop then right click and go to Display Settings<Display Adapter Properties<Monitor tab and check if your refresh rate is 60Hz

Solution
I have same problem, even with higher fps/hz. My bet is, that we are not very sensitive, so we can't see or feel it unless in extrem situations. In example, I went from 60Hz monitor to a 144Hz with G-Sync enabled correctly (and pc is powerful enough) and I don't see the smoothness all are talking about.
