Can't select boot order options in BIOS

I have a toshiba portege r835-p50x and I've been trying to change the boot options in BIOS so that it'll boot from USB. I can get to the BIOS successfully by pressing F12, but the system won't let me change the boot order. Instead, all the options are highlighted in white, meaning either nothing or everything is really selected?, and pressing f6 or F7 to move an item up or down doesn't work. Am I doing it incorrectly or is toshiba setup different from BIOS?
