Can't shrink my drive

hello
i'm trying to shrink my E partition and when i click shrink disk i get this message
can not start the service because it is disabled or because it has no enabled devices associated with it.

1.it is an is an 1.1 TB back-up/ archive partition
2.it is an dynamic volume
