[SOLVED] Can't start Nvidia control panel or uninstall Nvidia from my system

I'm trying to run Nvidia control panel, and it says the side by side configuration is busted. I'd like to completely uninstall Nvidia from my computer and reinstall the graphics drivers. I tried doing it from my control panel, and it says I can't uninstall them. Does anyone know the modern way to uninstall GeForce Experience, the Nvidia Control Panel, and the drivers so that I can use a clean install?
