Can't transfer files

I have a 1 tb Toshiba external hard drive and about 700gb of it is full. Whenever I want to transfer even the smallest files or just search for a photo, it takes ages for it to load the pictures and file transfers over 10 mb almost never ends, sometimes speed slowly hits 0 kb/s and sometimes it just freezes. I can't test it for bad sectors because test speed hits 0 over time. I just want to save the 700gb, I'm going to buy a new hdd anyway so please don't tell me to get a new one.
 
Solution
if you have another ext drive see if it has the same errors. use program like hdtune check the drive health and see if it moving data fine on two pc. yours and a test one. if the drive looks fine the controler in the case may be going bad. you may need to pull the drive to copy the data over.
on your rig make sure you have the newest chipset drivers installed for your mb and the usb ports. check your mb info a lot of mb now have intel and asmedia usb ports. try your drive on both. make sure under windows power and device manager you turn off sleep for usb hub. make sure the mb bios is up to date see if it a bios bug. on your usb ports make sure your using a powered hub or to many devices that may be pulling to much power from the usb hub.
 


I tried everything you said and it still can't transfer a 300 mb file, it goes straight down to 0
