Can't turn down GPU fans to 0%?

So I wanted to turn down the GPU fans to 0% when the temperature is under say 50c. However, MSI afterburner wont let me turn it below 30%. Is this locked because of a setting in afterburner, or in my BIOS?

Card: ASUS GeForce GTX 1070 8GB DUAL OC

its biso controlled and set by the manufacture all you can do is a risky bios mod to change the parameter /%

Okay, so it depends on which motherboard/BIOS you have? That's why for example my friend can have his GPU fans not turn on till they reach 60c?

see like them gtx 960 cards for example

some models have it some don't and most are going to that no fan at idle thing

but still the min and max rpm's are cards bios set and can only be adjusted to them limits like with afterburner

to add temp thresholds also are at play and the newer nvidia gpu boost 3.0 may not mod at all [also theres no bios editor for that yet ]

even the new AMD card do it
