Question Can't turn of computer without unplugging

Recently my computer has had this really annoying issue where after I wake it up from sleep mode. The computer turns on but my keyboard and monitor don't. So I try holding down the power button to force it to shut down, bit it doesn't work. So the only way I get it to shut down is to turn of the power supply. Which is basically the same as unplugging. This has happened about 5 times during April and I'm starting to get worried that something is wrong. So does anyone know why this is happening and how to stop It. Thanks in advance.

Might be some software or app conflicting. Win 10, I presume?
Have you tried ...
  1. running CCleaner and doing the Clean and Registry portions both?
  2. disabling as much as possible that starts with Win? (look in your tray for stuff you can run only on an as-need basis)
  3. doing a BIOS update? Or simply a BIOS reset?
  4. running Malwarebytes to see if some poorly-written malware is conflicting?
