Can't uninstall Borderlands

Just got Borderlands GOTY off of Amazon on disk. I installed it through the first disk, but then I did a dumb and I deleted all of it.
Unfortunately for me, the disk still thinks that the game is installed on windows despite my deleting everything in my Documents folder as well as everything in the directory I installed it to, including the folder that I set up specifically for it.
Every time I go to uninstall/install it, it only gives me the uninstall option, and when I attempt to go through that, it gives me "Error 1721. There is a problem with this Windows Installer package. A program required for this install to be complete could not be run. Contact your support personnel or package vendor."
So, what can I do to either get it to allow me to install it again, or get it to uninstall entirely so I can reinstall it?

grab an uninstaller tool; revo, geekuninstaller, etc and run a scan to remove it.

it sounds like theres a file in winsxs folder or a reg key its picking up.

I might do that at a later date. I figured out how to install it through Steam. It's a bit of pita.
