Question I can't update Windows 11 22H2 to 23H2 ?

So, I have a desktop PC that runs Windows 11, which I've had since 2022. However, for a few months, I've been having an issue where it won't update to version 23H2 from 22H2, which is the version its currently on. I've tried troubleshooting it, but that hasn't worked, and I've even tried switching back onto my Microsoft Account (I have a Local Account which I created recently that I've been using, though I haven't tried to remove the Microsoft Account), but that didn't help either.

The install error I keep getting is 0x800703f1. I've tried looking into it, but I haven't found a solution that works yet.

Have you tried SFC and DSM scans to repair your OS? Give this guide a go;

and see if your issue is alleviated.

We're currently on version 24H2, if you can't update the OS to 23H2, I'd advise on backing up mission critical data then manually reinstalling the OS with a bootable USB installer recreated with Windows Media Creation Tools so you've got the latest version as your installer.

So, I tried following the video (from my Microsoft Account, since on my Local some of the first steps weren't possible), but when it got to the part where I had to put the scannow command in the Command Prompt, it gave me a message saying "Windows Resource Protection could not perform the requested operation."
What does that mean? And is there anything I can do about it, or will I need to perform a clean install of Windows?

That means - you have to use elevated mode for command prompt.
