Can't update windows or install .Net Framework Or install windows store apps WINDOWS 10

I am getting really sick of this problem. I've just dealt with it but now I can't install Forza Horizon 3 and its really pissing me off. I've already tried this https://www.kapilarya.com/there-were-some-problems-installing-windows-updates-but-well-try-again-later But when I try to enable windows updates it says access denied. Please only post fixes and no "I have this problem too"

You might need to provide some system details to get started.

What OS do you have, specifically?
What hardware (Basically is this a laptop, OEM desktop, custom desktop...)

.NET Framework can usually be re-installed manually from Add/Remove Windows Features. I also suggest uninstalling any C++ Redistributables and downloading the latest of each year 2005, 2008, 2012, etc in both x86 and 64bit flavors. (More of a general fix for software install errors)

Beyond that, sometimes Windows installs just get corrupt and you have to do something drastic like a re-install. If there are underlying hardware issues, this may be only a temporary fix.

I have Windows 10 1703

I've tried installing .NET Framework manually and I've uninstalled then reinstalled all C++ redistributables.
It seems like I'll need to reinstall windows 10 or something, it'll suck having to update all the drives, at least I have all my games on a different hard drive.
