Can't watch Youtube videos when playing games

Hi Tomshardware, i am a gamer that uses two moniters, and usually watch videos on the second monitor, while playing games on the main screen. So a couple of days ago, i started noticing that Youtube videos would start to buffer after a couple of seconds/minutes of being in-game, this happened (and still does happen) in multiple games and wouldn't/won't stop, the video would be stuck, until i reloaded the page, and then it would get stuck again after a few seconds/minutes.Keep in mind, i had a computer that was less powerful, and this didn't seem to happen even though it was the same network and same two monitors, only two differences is the hardware and the old one had Windows 7 instead of Windows 10 in the new system. I was wondering why this would happen, and if there is any solution to the video getting stuck?

Edit: I found a solution, i disabled hardware acceleration in my chrome browser, and now i can watch videos while playing games

well, if that is the case, that would be terrible. Plus, i don't see why it would throttle, since it didn't do that on my old computer, and it wasn't long since i've changed from that computer.

I have actually fixed it, but if it helps others, then i'm more than happy to share my specs, if it gives any insight into what happened.

My old PC's specs

Graphics card: 770, then upgraded to a 980 Ti after about 2 years (a few months before the 1080 announcement)
CPU: core i5-4690 stock speed
Motherboard: Asus B85M-G
16 Gigabites of Kingston HyperX ddr3 ram (2 sticks) running at stock speed (don't know what the speed was, though i didn't overclock them)
Stock fans and cooler for case and CPU
don't know the case, my parents bought it pre-build for me when i was 13 (3 years ago)
can't remember what psu, but i'm guessing that it isn't important
Monitor: HP Compaq LA2205wg (which i use as my second monitor now)
Can't remember the specific brand , other than it was 256 GB ssd for windows and other programs and 1 TB HDD for games

Current PC's specs

Graphics card:
CPU: i7-7700K Stock speed
Motherboard: Asus Z170-A
RAM: Corsair Vengeance 8x2 OverClocked to 3200MHz
Stock fans for the case and a Noctua NH-D15 for the CPU
Case: Phanteks Enthoo Pro
PSU: Corsair RM750x 80 PLUS Gold
Monitor: Asus VS247HR as primary monitor and HP Compaq LA2205wg as second monitor
Storage: Intel 320 80gb SSD for windows and most programs, 1 TB HDD (can't remember what brand, but shouldn't matter since it is only used for games, not for programs), SanDisk SSD Plus 120GB SATA III 2.5 inch and last but not least, Seagate Pipeline HDD 500 GB 8.9 cm/3.5 Inch for recording gameplay.
