I received a Samsung galaxy flex alpha without an SSD in it. I installed a new Samsung 980 Pro SSD without any OS on it.

Next, I downloaded windows 10 installation media onto a USB to install a clean installation of Windows.

From there, I entered the laptops BIOS settings, and cannot see the option to change the boot option priority. In fact, there are no boot options underneath that tab.

I’ve tried disabling safe boot mode but this does not solve the issue either.

I am trying to boot from the usb with windows installation media to install a clean windows OS onto an empty SSD.

U

says mash f10 when you power on 'til the menu appears
Unfortunately this does not work. All I see at this menu is “select boot device” with the only option being “enter setup”. Do not see my usb with windows installation as an option…

.Hold on a sec the actual manual says on page 62

Boot priority Change the boot priority from the BIOS setup.

1 Turn on the computer. 2 Before the Samsung logo appears, press the F2 key several times. 3 Access the Boot menu. 4 Select Boot Device Priority. 5 Select an option menu to open the list. 6 Select an option. 7 Select Save → Ok to save and restart. Select Exit → Ok to restart without saving the changes.

So it's not working then? Therefore I might suggest attempting to re-install the firmware and you can start on the support page to download your model number firmware and follow what procedures to reinstall that firmware.

If it's not working properly it might fail to properly reinstall which might effectively brick the device and there might not be much else you can do unless you can tear it down and see if it's an electronic problem on the mainboard using a multimeter. Not very serviceable to the average guy probably. This sort of thing can be painstaking and you would need the soldering station and all that. It's possible that it's fixable maybe samsung would service it for a fee if they have a servicing service but the eventual fee would probably depend on what's wrong with it.

The USB ports aren't working so install windows on the ssd using your pc and put it in the machine whatever the problem is however might stop windows from loading properly also though if it loads you might be able to see what's going on a bit more if devices don't install properly but since you won't be able to do anything about it just investigate the servicing options. It might just be useful to have an idea of what is wrong with it when looking for a quote.

Could also consider tracing who purchased it from where to see if it's still under warranty. If someone wanted to give you a laptop why didn't they simply give you the dollars to buy it so the warranty is in your name? Since trying to do that for someone else doesn't usually work out very well.
