capped at 30fps v sync on with gtx1080 and a 4k screen!

I have a computer with a GPU GTX 1080 Asus Strix playing witcher 3 on a samsung tv 4k UN48 series 6. On recommended settings I get capped at 30fps with v sync on, and I get a lot of tearing without it, even at 1080 resolution. Can you help me please?

1. disable the V-Sync in game
2. Go to nvidia control panel -> 3D Settings -> Manage 3D Settings -> (in global settings tab) -> vertical sync select Fast.

I just noticed this:

Under My Rig in Geforce Experience it says 3840 x 2160 30 Hz.

That's the reason, isn't it?

Can you change it ? your monitor supposed to support 60Hz (try in screen resolution settings)
what cable did use to connect the card to tv ?

I wanna say the problem is the TV. Some 4k TVs don't do 60hz at 4k beacuse there is no need for it outside PC gaming.

Well I just bought an hdmi2.0 cable (about 3 hours ago), but I was using a normal hdmi before. The computer had the refresh rate set at 30hz and I just moved it to 60hz. Witcher 3 now goes from 30 - 45 fps with vsync on!!!
