Caps Lock not working correctly

My problem is that caps lock is not toggling on and off by pressing [Caps Lock]. I can press shift+caps lock and it will toggle or I can press alt+caps lock and it will toggle.

I have checked to make sure that the settings are set correctly in ease of access and in region and language. Ive tried a clean boot also and get the same problem. I can boot in safe mode and everything works as normal.

I have younger kids that bang on the keyboard when I'm at work. Seems like something may be messed up in the registry or keybindings somewhere I'm not looking

Make a backup prior to doing this, you can use system restore.

You want to enable CAPS LOCK again, you need to delete that registry entry, so you need follow these steps:
1. Press WinKey+R > type regedit and press Enter
2. Navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout
3. Right click on the Scancode Map > Delete
4. Restart your system
