Car Design Sim?

This may be a wild goose chase, but here goes:
Several years ago (maybe as much as 10) I remember messing around with a car design simulation that my high-school shop teacher had on his computer. You could install different engines, etc. and built street cars from scratch. Then you'd send them to the track and you get a set of results on how the car performed.

Has anyone ever seen anything remotely like this?

Has anyone ever played a driving simulation that was more design-based and less about racing?

Any and all responses are appreciated.

there was a game called burnout put out by hotrod magazine. you could design your engine with incredible detail then race it. it would tell you all kinds of stuff. i made a 1 cylinder engine that put out somthing like 600 hp but it red lined at 800 rpm lol.
