i recorded a game in my pc with 1080p resolution, with obs
and as output i used a pc with 768p resolution
the quality is bad even with lossless, because it looks like a 768p resolution video forced into 1080p
btw, i used cheap 10 usd card capture

so my question:
1. it is imposible because the output monitor is 768p
or because the card capture?

2. and is there mpeg 4 encoder in obs? because i cant find it

thank you very much

What do you mean as output you used a pc with 768 resolution?
Did you use 2 pcs? What exactly did you do?
The PC that runs the game that you want to record is the source,it's the input that goes to OBS and the recorded video is the output from OBS.
so my question:

1.If the pc that runs the game runs at 768p than that is the maximum resolution, you can record at 1080p but that will not change what the GPU does, the game will still run at 768p and will be stretched to 1080.
You can force a higher resolution on your monitor even if it does not support it officially but this is also not without problems.

2.In the encoding settings there is
x.264 which is mpeg4 done by the CPU
quick sync video (qsv) which is mpeg 4 done by intel iGPUs that support it and
nvnec which is mpeg4 done by the nvidia GPUs that support it.
