Card messed up?

Just purchased an asus ROG strix geforce gtx 1080ti off of ebay preowned. I started playing shadows of war with it on max graphics and 1440 (which it should easily be able to do I thought) and it was very choppy. I tried overclocking my card and it will barely OC ti 1770mhz . I've read online they should easily OC to 2000mhz. Is this card messed up?
 
My power supply is a 650 corsair Csm and I have it with 6+2 pin cords. And yes the ad said 100% working condition. There is a warranty on my card I checked, is that something I should do or just go straight for refund? Is there something wrong with those gpu-z results?
 


No there is nothing worng on GPU-Z but i would advise you trying to return your money back from seller if you can, cause if you got it and it started doing like you said on 1440p choppy.

Now for powersupply part, how did you connect it to GPU? If the gpu requires for example 6 and 8pin you should use 2 seperate cables (most of time because of stability), try this, but i would advise you to RMA card as soon as possible, because maybe (im not sure about this) ebay has warrany, or talk to seller.

Have you tried different output? DVI, HDMI, DP?
