Card Not Spinning and No Display

I have a Gigabyte R9 270 (not x) and there is no display and it's not spinning. I'm a first time builder and I'm not entirely sure.

If wondering my specs are:

GPU: as stated
CPU: Fx 6300
Motherboard: ASUS M5A97 R2.0
PSU: EVGA 500W bronze
RAM: Corsair Vengeance 4Gb

The rest seem to be working fine but there is no fans spinning on the GPU and there is no display. Please Help Thanks.

the card should be plugged in snuggly to the motherboard and it requires power connectors, are they plugged in? Just checking.

It's in its slot in the motherboard until it clicked and I have two pcie 6pin connectors on the GPU. Also when I switch it on I get no beep from my speaker.

sounds straight up dead. See if they will let you RMA for a new one

It turns out the jumper pin on the motherboard was off so that was apparently the problem. Thanks a lot for your help anyway.
