Question Card recommendation

I have the Gigabyte GTX 4060 Windforce OC card as shown in my sig, but I want to upgrade it to a 5060 or 5070 GTX card. Which recommendations do you folks have? budget is $400 to $550 but willing to spend a little more if I need to. I have a feeling it is bottle necking my sytem. And do you have an online retailer that you prefer where I can buy the card new? I don't game at all. I use my PC just for home office, productivity, software development, and multimedia editing tasks. Thanks.

Why the desired upgrade?
In what way is the current 4060 not meeting your needs? And how would a 5060/5070 improve things?

I'm not even sure if it is not meeting my needs, but the screens flicker black and something with blocks of horizontal thick white graphics accross the screen. when I want to switch user accounts and click on "switch user", and someone else said the card could be bottle necking the system since I saw some sluggishness in some graphical elements of the UI in the OS and software. How can I confirm that no bottlenecking is occuring in my custom build including the GPU? Thanks.

Need more specifics on what software you are using.

Win 10 Pro. Adobe CC apps like PS and Acrobat. I'm planning on using Premier Pro in the near future too. I'm using Android Studio heavily at the moment and VS code occassionally.

I use Adobe and similar applications, on less capable hardware, with no visual glitches.
 
As you have a 14900k, I would not be surprised if it is starting to degrade. Is your bios up to date? Your PSU is not a high quality unit either.

The i9 can actually degrade this quickly? how and why? Thanks.
